my girlfriend sometimes

My girlfriend and I get along pretty well. We like each other and agree on most things. The one thing we dont agree on is whether or not your a nudist if your a woman and wear a shirt. On my side female breasts shouldnt be nudity but they still are. Her point is that you arent wearing pants and you might just be embarrassed about your breasts. In the same view I could just wear pants because Im just embarrassed about my penis. Is it just a girl thing or what?
