On the coast, I've heard of people going to the Lake Ozette area, and the adjacent coast where there's lots of space, it's remote, and relatively few people. Also a friend, many years ago, said she went topless on the Long Beach peninsula - again, lots of space, few people, and she could see anyone coming a long ways away. We have made use of many places in the Puget Sound area and in the Cascades.
