Topless on the Beach

It seems like there are many women who are comfortable wearing very minimal tops on the beach.
However, while being topless is legal for women at New York state parks and beaches and on the beach in Miami, very few are.
Can someone explain why women are reluctant to remove just a few square inches of cloth covering part of their breasts?

    I can't really find an answer to that question.
    The only woman I know who has been topless on the beach is my wife and she was topless on the first day of our first holiday at a clothing-optional beach.
    On the second day and everywhere suitable since she has been naked.

    My only thought is swimwear manufacturers sell more items overall if a top is considered necessary, no matter how little it covers. Thongs for the female market seem to be quite popular and I'm sure many girls have succumbed to the fashion, as opposed to the few that relish exposing as much skin as possible, to avoid looking to frumpy in a full-coverage rear which they already have but now stays in the drawer.

    So, while promoting thongs is likely to increase sales, a topless tend would do the opposite if the girls were to decide they didn't always need to buy the top.
