What will their tourism board say when people stop visiting Barcelona altogether and they lose out on all that extra income that those semi clad tourist bring to their economy.

The locals will say to the councill - well done! Who wants naked people walking the streets? Offending the majority of the population? Further probably offending the masses of tourists who come to visit the Rambla (where the photo was taken) on a daily basis.
A salutary lesson - Just because you can does not make it right!
If we want our nudism to survive we do not need to ram it down the throats of those who can and will make us cover up.
