  Ask him to go to the privacy of his room to engage in that behavior and / or report him to someone on staff.

  Any time you see something that is against ettiquette, ask him/her to cease that.  He/she might not know that it is taboo.

  In the case of masturbating, if it is lewd conduct, report him/her to the resort staff.

  I would make sure I knew his name and tell him that it's inappropriate behaviour and let the management know of the incident.  Things like that can get places closed down.
