Bulletins - response/addition to Gerry`s

As some of you can see, this URL will allow you to read that bulletin even though you may not be on Gerr4's friends list. Yes, it's true that bulletins are intended ONLY for your "friends" and only your friends get a notification that you've posted one, but anybody who gets the URL ( as above ) can paste it into their browser and read it. ( provided they are registered and logged in )
