Cybe Friends - what does it mean?

Tonite I come home to a "Friend Request" from some man who has no pictures on his profile and his only is comments are that he wants to "make friends or casual acquantances" and he provides a skype address. I ask you all - is this normal? I'm fairly new to this cyber-social thing and am having some issues wrapping myself around it. Why would I accept a friend invite whose profile has a big "ASK ME FOR A PICTURE" all over it. You want to be my friend so bad why aren't you supplying a photo? Or better yet, put something in your profile that tells me about yourself... I hate being rude my ignoring or denying the request but frankly I am not sure why I would say "yes". Any sugestions out there??
