Of course you should read and comply with the certification rules.
I had great difficulty getting certified. My submitted photos were repeatedly rejected for being unclear, low resolution, etc.
I finally succeeded by submitting a head and shoulder close up view instead of a full body view. I saw lots of other full body views that apparently got accepted. I think the standards may have changed so the moderators can carefully compare photo ID with personal picture.
Does anyone know if it is possible to get certified without a picture ID? I have a TN friend from Russia who can't get a picture ID.
