It seems like there are many women who are comfortable wearing very minimal tops on the beach.
However, while being topless is legal for women at New York state parks and beaches and on the beach in Miami, very few are.
Can someone explain why women are reluctant to remove just a few square inches of cloth covering part of their breasts?

MirandaMay 27, 2025Topless on the Beach. Up until 10 years ago it was still common to sunbathe topless everywhere in Europe, but since cell phones and a changed world it is no longer fun to sunbathe topless. Certainly on the regular clothed beach or people look at you strangely if you do, too many freaks with cell phones. Give us the regular naturist beaches, much more peace and everyone treats each other with respect. Miranda :)
