    I'll be in Arizona in January and February, but I don't know if I can make it to MC. I do have a question, though: is it still required that all vehicles have some sort of built-in toilet facility, or is it possible to take a portable toilet in your van and have that qualify?

    Sorry, but portable toilets don't qualify, You would still have to camp near the public vault toilets near the entrance. But that said, you could still walk/bike/drive to the MC for the day.
