inappropriate pictures

Question about pictures - When I upload a picture, I have to wait for it to be approved and classified before I can see it outside of my profile. How do these inappropriate pictures that we have to flag manage to get through?

    They were in the system before the system before the 'approval procedure'?
    In the old days TT expected others to flag anything inappropriate. When nothing was done, most stopped flagging, it was a waste of time!!
