New topic for first post on groups/forum.

Should new posters  have to post 20 posts which are connected with topics they are posted on before they can start a new group/topic to stop their first post as a new topic where they have been talked about on loads of different topics before such as the "E" word and "Should I shave". So hopefully they will have to find out what has been talked about before and put their pennies worth in without cluttering up the site with the same question again.
