Private Message Problem in Chat Room

When I'm in the Chat Room I can chat with everyone except for a certain nudist friend. When I try to send him a PM I get a message that says he's not accepting messages from me. He says that he hasn't blocked me. Is there someplace I can check to see why this is happening, or is there something that my friend needs to check?
