Staring in a nudists resort

I have always question why some nudists resorts have an unofficial rule which prohibits staring at others. Staring  often occurs accidentally, with the intent of the behavior been misinterpreted by the  observer. If a person is comfortable with nudity, why would you be uncomfortable with someone staring at you?

    Consider this.
    You and your lady friend are having dinner at a fancy restaurant. Fully dressed of course.
    A man at a table several feet from you is staring at your lady friend.
    You OK with that?

    Most people are uncomfortable being stared at under any conditions. Being looked at is one thing, being stared at is another.

    I think excess staring can be offensive in any setting. Most of us know when to knock it off.
