Correct? It seems to be popular with nudists and you're right, it's not officially a nudist area.  So one needs to keep eyes open for textile beach walkers and Rangers on four wheelers.

  Go to the AANR website and look for locations in Alabama and the surrounding states.  There are several parks/resorts in the greater Panama City and Pensacola area.  Good luck with your visits.
